99238 telehealth

I received a denial for using 99238 with the modifier 95 for telehealth. Blue Cross/Blue Shield is stating this modifier cannot be used with 99238. I am not finding any definitive information regarding this. Has anybody seen any information regarding the 95 modifier for 99238?
