Wiki 99318_AnnualNursingfacility_G0438???

We are billing G0438 or G0439 for the nursing facility.
As we have a 99318 code for annual nursing then why it is not billable for medicare??

Please help me and give me a brief idea about 99318 and G0438 or G0439, which one is more suitable for medicare annual nursing facility.
