If a patient presented for vaccines and saw the provider and the provider counseled the patient about the vaccines prior to the administration, could you report 99401? I know that you can base the level on time if greater than 50% of the visit is spent in counseling, but if this did not occur and no key components are there, can 99401 be used? And would you need -25?

I don't think based on the CPT manual that 99401 would work here.

Thoughts?
