Wiki Anesthesia and Modifiers

My company does the anesthesia billing; while the facility does the surgery or procedure billing. If a patient has a complication from surgery and has to go back to the OR...do we base the modifier usage on the provider doing the surgery or the provider giving anesthesia???? Hope this is not too confusing. Example:looking at modifer 77,78...

might want to post this also under the anesthesia forum to see if anyone else responds as well.. this is only my opinion but the pt wouldnt be returning to the OR due to an anestheisa complication, so im guessing the modifers you are looking athave to be appended to the surgery.
