Wiki Annual with no pelvic exam

Hello,
We did an annual (99385 V72.31) the patient was 19 and has never been sexually active so no pelvic exam was done. Is it still appropriate to bill for the full annual?

Looks more like V70.9

We still use V72.31 if no pap was done but a pevlic exam and/or breast exam was done.
