Anyone heard of "Complete" MDM

I have a doc that is using the term "Complete" MDM.

Anyone know what she's referring to? I have never heard of this and I have been coding for several years.
 
Either she has this confused with ROS (most likely) or she may believe that "high" MDM is the same as "complete" (have heard this from other docs, but rare).
