Can someone explain a bit on ASC device procedure list

if screws/plates are used during an outpatient procedure (ASC), CPT code happens to be in this ASC device procedure list, are we not to bill for screws/plates? telling me the fee of screws/plates are included in CPT reimbursement for facility side.
