Wiki Benign Excisions with Frozen Sections

We have received rejections from Medicare when billing a benign excision code with 88331 & 88332
stating that the frozen section codes can't be billed with the benign excision even though it was
medically necessary and they say we can't submit an appeal.
Original pathology recommended complete excision because the surface of a sebaceous
carcinoma can not be excluded.
Ha anyone else experienced this issue and how did you get the services paid?
 
Our office performs frozen sections and only bills for the excision based on the final excision size. We have a contracted pathologist who comes in on those days who reads/bills for the pathology piece. Does your office also employ pathologist doing the reading?
