Bill tumor code for bursectomy on a Haglund's Deformity?

I have a foot surgeon right out of fellowship. He is wanting to bill the code for a tumor removal when he does a bursectomy during Haglands surgery. Wondering if anyone else has seen this? Seems that the bursectomy would be part of the surgery and not reported separately. But hey, what do I know? I'm only a coder.
