Billing 28120 with 20245

My doctor is billing 28120 with 20245 which normally is not allowed, but he did 3 bone biopsies, so I was thinking maybe the first 20245 is included in 28120 but we could bill for the other two 20245's.

The op report reads, "complete exostectomy and planing of the prominent cuboid was performed. It was removed, sent to Pathology for bone specimen #1. Ultilizing a rongeur, all prominent/rough edges were rasped smooth...utilizing a rongeur clean from the set, bone biopsy #2 was performed at the level of the osteotome cut, sent to Pathology bone specimen #2. Ultilizing a clean rongeur, deep bone culture was performed in the cuboid, bone specimen #3."

Am I on the right track or completely off? Can someone help?
