Wiki billing 99406, smoking cessation for parents of patients?

Hello, I code for a Pulmonary group and they would like to bill for smoking cessation counseling for the parents/caregivers of their patients, who all have either asthma or cystic fibrosis or another chronic lung disease- only I'm not sure if that's allowed. Does anyone know?

My thought is the patient's insurance is who we are billing- but they aren't counseling the patient.

If the patient is not present, you cannot bill the insurance for the service. This would be something the parents or caregivers would have to pay out of pocket.
