Billing a non-par Doctor/ participating Doctor

Can you bill out a superbill with a non-par doctor as the servicing doctor and a participating doctor as the billing doctor?
 
No you cannot do this. That is billing one provider incident to another provider. If the non par provider is the one that performed the service then that is how you must bill it. If the patient was not informed that the treating provider was non par and you have no signed waiver from the patient stating they accepted this, you may have an issue collecting from the patient.
