Wiki Billing a technical component and NP visit

I have a specialist who reads and bills for the technical component of sleep studies. He also may order a CPAP for the patient at that time (he does not see the patient at this time). Approximately 3-4 weeks later he sees the patient in office. He has never seen the patient face-to-face before. Can we bill this as a New Patient office visit?
