Wiki Billing an E/M with an EMG--can I use a 25 modifier?

Does anyone know if when billing for an e/m visit with a emg performed, can the modifier 25 be used on the e/m code? I have heard different versions of yes and no. Some have told me no because the e/m had to be for a separate diagnosis than for the emg or unrelated?
 
it depends on the situation. If the E/M visit was to establish and determine the problem then I would absolutely bill e/m with a -25. If it was to do the emg and a quick update to ensure nothing has changed, this is included in the procedure
