billing an inpatient E/M as an outpatient observation?

Is it an acceptable practice to change an inpatient E/M say a 99233 to an outpatient observation code (and place of service) when an insurance company denies authorization for the inpatient stay? I have had several people say it's okay but have not found anything specific from the AAPC to support the circumstance.
