Can a practice bill 99406/99407 if they are providing counseling for cessation for Vaping? or would this fall under 99409 (substance abuse)?
 
The cpt code would be the same, it is an "e-cigarette" and considered "smoking". It is the nicotine that you are counseling for cessation. The icd10 would indicate vaping or "other" substance containing the nicotine F17.200: nicotine dependence, other product, uncomplicated. The only codes with vaping in the language relate to lung damage. If that is a part of the diagnosis and thus the cessation, you could add that dx U07.0.
 
So, about how doctors charge for helping you stop vaping, it depends on how they see vaping. When I talked to my doctor about my using Death Row Vapes, they treated it like it was the same as smoking regular cigarettes. So, they used the billing codes for helping people quit smoking, which I think are 99406/99407. It's a good idea to ask your doctor how they'll bill for it.
