Wiki Billing discarded drug for Masshealth

Does any know how to bill for the discarded drug line for Masshealth? Typically we use a JW modifier to indicate the portion of the drug that was discarded. However Masshealth ( Massachusetts Medicaid) does not recognize the JW modifier therefore they are saying we need to bill another way. I am not aware of another way to bill for the discarded drug?
