Wiki Billing for 15 minute increments

Question: Is it appropriate to bill the time based 15 minute increment codes (T1016 or H2014) for when the clinician makes a phone call and leaves a message or only talks for 2-5 minutes?
I don't think they should be able to count that, but I am new to behavioral health billing for Medicaid

Unless specified otherwise its 50% time needed to use the time based code.
