Billing for 2 consults during same hospital admission

Our provider recently saw a pt in the hospital on 10/16-11/3 during that time our provider did an initial consult, procedure and a few follow ups. Then on 11/14/19 or provider was called to go see the pt again. Do I bill another consult or another follow up?
 
Per CPT guidelines, only one consult should be reported by a consultant per admission. Did the provider assume care for the diagnosis he was consulted for? If so, the subsequent visit codes would be billed (99231-3). Those same codes are used to revise recommendations or address a new problem (again, CPT inpatient consultation guidelines).
