If the Doctor(1) isn't on any of the insurances as of yet(but pending)and see's patients, can you bill the claim under another Doctor(2) that is on the insurance as the billing provider?

You can bill with a Billing provider and a rendering provider as well. You have to make sure though the insurance will accept this.

You cannot bill a physician incident to another physician. The rendering provider number in field 24J must be the NPI of the physician that rendered the service, not any other contracted provider. This is covered in the federal register and has been cited in a previous post by Rebecca Cross.
