Billing for Bupivicaine in the office

So, one of my docs used only Bupivicaine for a TPI performed in the office, no steroid was used. The code is S0020 which is for 30ml and he only used 12ml. The payer is a medicaid product.

Any input on billing this would be greatly appreciated.
