Wiki billing for lab services sent out to another facility

Hi. At a freestanding emergency room , can we bill for lab services that are sent out ( example: cultures ) to other facility / hospital ?

at a physician office, it would be considered pass-through billing , which is not allowed. Does the pass-through apply for facilities too ?
