Wiki Billing for orthrosis in addtion to application CPT code

Good afternoon Everyone,

I have a very interesting question my provider applied a short leg splint to the ankle which is coded with CPT code 29515. The only problem I'm having is the fact that the box reads HCPCS code L4350 (pre-fabricated off-the-shelf) and I have been told that in order to bill for the actual application CPT code 29515 the device has to be "custom made". But this doesn't really make any sense to me because the description of L4350 reads: "Ankle control orthosis, stirrup style, rigid, includes any type interface (e.g., pneumatic, gel), prefabricated, off-the-shelf" NOWHERE in the description it says that the item includes the "fitting and adjustment" therefore, I believe that we should be billing for 29515 in addition to L4350 together. By the way, we do have a DME number. Can someone please clarify?
