Wiki billing for technical help with bone marrow collection

Our lab techs have been asked to assist MD's with bone marrow collections. It requires approx. 1 hour of tech time away from the department and the lab is not billing/getting reimbursed for this time. Is it possible/appropriate to bill for this service? Using 99000 or 99001? Other options?
