Billing incident to for a PA while being credentialed

We hired a new PA for our practice who is not credentialed with any insurance yet. Most of our patients have Medicare. Does NC medicare require PA's to be credentialed prior to billing incident to? I cannot find any specific wording stating if it is okay to start billing incident to once the credentialing request is submitted.
