If a doctor collects samples for lab tests in office, and sends elsewhere for lab tests...the lab actually bills for the tests, not the doctor, right?

Can this doctor still bill for a Venipuncture, for collecting the samples?
 
Coding for veinpuncture

You can bill 36415 for the routine collection of venous blood by venipuncture and a handling fee
99000 Handling and/or conveyance of specimen for transfer from the physician's office to a laboratory

Some considered 99000 as a baloney charge so many payers do not pay for it, its bundled in the E&M or the blood draw code.

Please note venipuncture is typically bundled into E&M if performed on same day by many payers. If its just coming in to draw blood, no E&M and no billing of the test its usually paid separate.
