Billing Physician to Psychiatrist Phone Call

Hi there, I have a question, we have never come across this before. We have a patient that we see, however, that person's psychiatrist wants to sign off on care and transfer care for those
medical conditions to our provider, who is the person's primary care doctor.
This phone call lasted 20 minutes between providers.
I was checking the CPT book but 99451 would apply to the consultant, and 99452 does not appear to be a proper code for this.
Is this something anyone has run across before? I am reviewing that code section of the CPT code book but I can't find anything.

The introduction to that section tells you, "When the sole purpose of the telephone... communication is to arrange a transfer of care... these codes are not reported."
