My Physicians are thinking of starting Interprofessional Telephone/Internet Consultations.
My question is can both the PCP and the specialist bill for the codes: (99446, 99447, 99448 and 99449) ?

These codes are for use by the specialist. There is almost an entire page worth of guidelines surrounding these codes so you may want to check in the CPT book. The PCP service may be reportable using the Prolonged services CPTs (99354, 99355, 99358, 99359) if the time spent was more than 30 min beyond the typical time of the appropriate E/M service performed.
 
Medicare has zero RVU's for those codes so I would double check with your local carriers to see if they even pay for these before billing them out.
