Wiki Billing telehealth for out of state provider

Hi everyone! I have a clinic in Minnesota that we bill straight Medicaid. They have some providers that are BCBAs that are out of state and provide services with H0032 for service plan development. These are all being done via telehealth with either 02 or 10 POS, however most of them are not client facing and are reviews, edits, or revisions of the treatment plan. I am trying to determine if telehealth is appropriate to bill with the provider being out of state or if this should be billed as an office setting since the patient is not seen via telehealth for these services. Any help you can provide is greatly appreciated. Thank you!
