I have a question concerning CPT 87428 should this be 3units for this code ? Being as 87426 is 1 unit and 87804 is 2 units if billed seperately

No. CPT 87428 is a code for a panel of tests - any components of the panel are already addressed in the definition of the panel. If the panel is performed once, you bill one unit.
