Wiki Billing while in post op

I have a pt who had a fracture which req'd surgery and had pins put in, pt was in a 90 post op period, came in for his h&p visit for the pin removal surgery within that post op period, do we charge for the visit? and if so what modifer would be appropriate on the office visit
