Wiki Billing without provider on site

I am trying to clarify if a staff member can bill for an injection or do a blood draw if the provider is not on-site. I have always been told that the provider must be on-site in order to submit a claim even if the order for the injection/blood draw is in the chart. I don't see how the provider can attest to it being done if they were not there to provider supervision. I would appreciate any help you can provide.
