Biopsy or Excision

When a physician uses a punch biopsy tool to "unroof" a cyst and then using forceps to remove the cyst in its entirety and completes the procedure with sutures should this be coded as an excision? Any guidance is appreciated!
 
Punch Vs Excision

The procedure actually performed was an excision so this is how you would code it. If an actual punch had been performed then it would be a punch.
