Wiki Blister drainage, 10140 vs. 16020

My doctor is wanting to charge the 10140 for the drainage of a blister. Is that correct? The price our system has assigned to that fee is $291.00, that seems to me to be really steep. And there is no burn associated with the blisters he is draining. Also no packing is applied. It seems to me there should be a simpler procedure to drain a blister from something rubbing in someones shoe!

Any help?
