If the doctor gives two injections into the foot, one plantar fascia 20550 and one for bursitis of the heel, would the bursitis injection be coded as 20600? And, if so, can those 2 be unbundled?

With good documentation, yes.

As long as the documentation clearly indicates the locations on the injections and the individual diagnosis for each one, you can code both.
