Wiki C/S and repair of old keloid scar

When an incision has to be made for a C/S anyway, is it appropriate to code for a cosmetic repair of the old scar? How does one justify coding 13101, etc in addition to 59510? I have a doc who wants to code for this, but I have a problem with justifying the extra charges. Any comments?

I'd say incidental

I'd say it's incidental to the primary surgery and would not bill it.
