Wiki Callus as an Additional Sick Visit?

Hi,
I have an account as per HPI; Patient came for a Well Visit and On the Physical Exam the provider found a 'Callus on foot and Referred to a Podiatry and the Provider did charge 2 E?M 1.) Well Visit 99395 and 2.) 99213 for the Callus

Please advise if Dx. 'Callus on foot' does warrant for an additional Sick Visit? even it not treated with medication/s?

We would not bill for the additional E&M as the callus was not treated only referred. When billed for preventative services counseling, guidance and risk factor interventions are included and we would consider a referral only under this services.
