Wiki Can a Modifier be added to G0008, G0009, 90460, 90461, 90471 & 90472?

HELP!!!! I really need some help understanding can Modifier's be added to G0008, G0009, 90460, 90461, 90471 & 90472? I have and edit between 90460, 90461 and G0008. Influenza Vaccine and (2) Meningococcal was given and it says I can add Modifier 59, XE, XS, XP or XU?

Are they admin codes for a different vaccine than the other codes? If yes then you can add modifier. Without knowing what was injected its hard to tell.
