Provider has a lengthy conversation with a patient discussing surgery. He went over risks and benefits, etc... Is the level MDM he chooses affected by whether or not the patient agrees to have the procedure? At the end of the conversation, she declined.
 
The patient declining to have the procedure does not change the complexity of the problem. The provider can still have that considered/counted in his MDM. The assessment and plan was established for the presenting problem, but patient declined to move forward or maybe will think about it etc.

Yes Exactly, the in and out of the condition is explained with all Hence the part of the physician is done there. For this service S/b paid, though the patient declining it is not going to alter the efforts or the actual risk of the condition or the procedure... discussion which is already completed for that patient by the physician. Service rendered is irreversible.
