Can PVR (51798) be counted towards data

Can the PVR (51798) be billed and also counted as a data element for (ordering 1 unique test) during the same visit?
 
My providers use PVR 51798. Our office provides the equipment & my providers review the results, so we do NOT count any PVR for data (order, result, or independent interpretation). I hope this helps!
