Wiki Can refills be counted in category 1 for leveling E&M?

In leveling the E&M can refills be counted in Category 1?
 
Are you talking about as Data, because prescription drug management (refills, I believe, count for this) is Level 4/Moderate in the Risk category?
 
Yes, I was wondering if it could be counted as data since its an order or is just considered under the risk category. I have heard a couple of different descriptions/opinions for prescription drug management. One was that if there was nothing changed, increased, or stopped that it didn't count but others say refills are counted. I would like a good source of documentation for this if anyone could direct me? I have attached something from Coding Intel that says Anthem has changed their verbiage regarding refills to count as low risk instead of moderate but cant find anything CMS related. Also, I would like to know if referrals can be counted as data?
