Wiki Can someone clarify Category 1 on the 2021 E/M changes for 99214?

In the new changes for 99214 it states must meet the requirements of at least 1 of three categories. Under category 1- any combination of the 3...If you order a covid test, that would count as 1. When you review the Covid test results, does that count as 2? Or is that "double dipping"?
