Can we use modifier -59?

Dr. performed:

Right upper lid mullerecromy (67908) and

Right lower lid repair of ectropion (67917)

67917 is inclusive to 67908. Can a modifier be used or is this considered the same body area? Thanks.
 
67908 is a column 2 code for 67917 therefore modifier 59 is appropriate to use on code 67908.
