Can you bill a 99212 when doing a refill request

Hello,
I have a provider that is asking a question "How do other offices handle medication refills? I have heard some offices are billing a 99212." Here is my issue: if the patient is not here or was not discussed on the phone with them, then I am not sure how we could justify the E/M code. If you are not doing this, are you able to bill? Honestly, it takes up so much of our providers' time to do this, as they are NP's and can't delegate this to an MA, RN, or LPN.

Just to be clear - the patient is not coming into the office for an evaluation, and the patient is also not having a telehealth evaluation?
