When a case is cancel and the patient is in O.R ROOM , do I still bill it with a modifer 73 or 74-?

Patient was schedule for an operation today for a cornea transplant. The patient was seen in the eye clinic a month ago with a failed transplant. The surgery has been postponed for a lack of tissue over the last one month. The patient continued to use Pred Forte drops in the interim. Examination today under the microscope when the patient was prepped and draped revealved the the graft has cleared up . Examination under the microscope revealed a clear graft and quiet anterior chamber. Because the graft is clear it was explained to patient that the surgery was cancelled and that the tissue was been sent back to eye bank .
Now the case was schedule with cpt code 65730-, so CAN i still bill this even though case was cancel , if so
would 65730- with modifer 73 or 74 -or ???"??- THANKS
