I have a physician asking about charging 99360 (standby services) when he (interventionialist/same practice as cardiologist) waits outside the OR during a cath when the cardiologist thinks there may be a need for a stent placement. Can you bill this?

As long as he is required to "stand-by" for at least 30 minutes, then yes he can bill for that. Different specialty even though they are in the same practice.
