Wiki Cataract Surgery with ICL removal

We recently had a patient who came in for cataract surgery. During the procedure, it was discovered that the patient had an ICL implant, which had to be removed in order to continue with the cataract surgery. The provider wants to bill for both procedures, CPT codes 66984 and 65920; however, I think the ICL removal is incidental to the cataract surgery. There was nothing wrong with the ICL. The patient developed a cataract on the natural lens and required cataract surgery, which resulted in the ICL being removed.

Any guidance or literature that could be used to back up my theory would be greatly appreciated.
