What to do when: 46221 has CCI conflict with 46600 a modifier is not allowed to override the relationship do you only bill 46221? Or both?

Bill the 46221 only. Codes with the separate procedure designation are not separately reportable. This is a CPT coding guideline.

Do not bill both.. the rule of thumb is bill the one with the higher RVU
