I have a CCI edit between 90472 and 99406. The 90472 is an add-on code. The insurance denied stating "procedure 99406 is included with procedure 90472." There is a CCI edit which states a modifier can be used, but the modifiers listed are all to be used on E/M codes. What modifier would work on the 99406? Any help is appreciated!

99406 is smoking and tobacco cessation counseling >3 minutes up to 10 minutes and 90472 is vaccine administration which is an add on code for each additional vaccine (list separately in addition to the primary procedure code - 90471 - Was a vaccine administered at this visit as well as tobacco cessation counseling?
