Wiki charging e/m for a procedure cancelled by the doctor

An est patient is seen for a procedure in a gyn office practice. The MD decides that the patient does not need the procedure (reasons are not significant) and therefore tells the patient that the procedure is cancelled at the appt set up for the procedure. Can the MD still bill an E/M for the office visit i.e. a 99211 in this case? All the MD did was discuss with the patient why the mid-level sent the patient to the MD for the wrong reasons and that the patient shouldn't even be there.
